
I am an Electrical Engineer with Post Graduation in Controls Engineering and Post Graduate Diploma in Management (MBA). I worked as Gazetted Officer in Indian Railways, under Government of India, and Delhi Metro (MRTS) project for 36 years and superannuated at Top Management tier.
I try to critically analyze the happenings all around, emerging out of human behavior in different formats, in order to correlate the ground level facts with it.
I have structured ‘Basic people’s verification Code of Governance’ and have presented here on my web-site. “Basic People’s Verification Code of Governance”, BPVCOG, is a comprehensive document, made first time in this manner on the globe and contains not only ‘narrations’ in the form of ‘reasoning’ but ‘models and evaluation sheets’ with which any attribute can be measured in terms of ‘mathematical number/score’ as ‘Mathematical calculations and figures’ ultimately signify the ‘absolute status’. These provides instantaneous assessment with ‘extent and magnitude’ and presents ‘trend and pattern’ on timeline.
During the course of doing PGDM in ‘Public Policy Management’, the importance of appraising value of a ‘Government’ haunted my mind and finally got transformed into the idea of ‘establishing a code’ to evaluate a ‘Government’ and the ‘Government people’ on a predefined and notified ‘benchmark’. It is vital for ‘common citizen’ to undertake its own ‘assessment’ about not only the ‘individual Government people’ but ‘the whole environment of Governance’ including units which influences the ‘Governance’ from outside.
As we all know, the ‘Governance of the nation’ is executed by ‘human’, thus every aspect of it depends upon the ‘human attributes’ which varies in ‘different persons’ and also ‘varies with time’. Thus, the outcome of Governance would keep changing. And the change may be ‘desirable’, though everyone would wish so, but have high probability of being ‘undesirable’ too. It is thus mandatory to have the ‘benchmarks’, easily understandable, like mathematical figures, to ‘rank and grade’ the ‘Governance system’ and ‘Government People’; at any stage and at any time. The Governance of the nation deliver outcomes affecting millions of people which results visibly recognizable happenings, portents, which signifies the ‘form of governance’ back-to-back. Thus, the ‘visible facts and happenings’ which are the reality, portents, have been taken as the basis for ‘ranking the Governance and the Government’. As the ‘Governance’ can also change with time, the changes occurring, especially those which are undesirable, transforming ‘Governance’ to ‘Distorted Governance form’, with time, have been elaborated as different ‘stages’ and numbered with prefix ‘M’ signifying ‘undesirable’(minus score) attribute.
Please read the ‘Awful routes of Governance; Understand the roots’ first as it contains ‘quick-witted’ summary of the factors which would take the ‘Governance’ and the ‘Governance Executers, the Government people’ on the ‘undesirable track’ and summarize the different stages of ‘distorted governance’. After that the different stages are elaborated in different folders with corresponding models compiled in these, to assess the ‘minus’ ‘stage of governance’ and ‘government people’.
It is only a beginning based upon which ‘lot more’ can be done, and will happen surely. However, this is my original work and creation, made over a period of years, thus I keep ‘copyright’ of my work. Subsequent use of ‘hypothesis, methodology, evaluation procedures’ etc contained in my work, for any use, would need my approval.
My work is an initiative which paves a ‘direction and approach’ to address the important dimensions of ‘governance of a nation’ and can surely be build up further, like any other thing/phenomenon/article in this world.
