Note: This is a modelling, done based upon analysis of existing facts and evolving reasoning, as to how the ‘Government’ and ‘Constituents of Governance’ are likely to behave and function ‘influenced by normal human attributes’ under different ‘probable conditions’ and does not imply projection or criticism of ‘any particular government system in the world’. Any explanation in this ‘coinciding with any working Government system’ shall be an unintentional coincidence only.

Awful Routes of Governance: Understand the roots

A governance system evolves over a period of time because of behaviour of constituents, citizen and Governance Executers, changing phases with different environments, international circumstances, the individualistic characteristics of Governance Executers (the human) at different levels etc and happens to be the basis of citizen governance for which many factors play part including those which may not be happening within the nation. There are many types of Governance philosophies and systems followed in the world which evolved differently on account of difference in behaviour of constituents, their thinking, working circumstances, international scenario etc. And after that over a period of time the governance system would have evolved being different in different countries it would have its own ‘pros and cons’. It is evident that both ‘pros’ and ‘cons’ would ultimately fall upon the citizen to bestow happiness, content, empowerment or on the other side to cause desperation, disablement. These can be understood to be the ‘foundations of governance’ of a nation. This will include orderliness or disorderliness of constituents of the country, constitution of the government, eligibility of government’s constituents, Code of governance, measurable sincerity of governance executor, governance executors’ behaviour and laid down measurable Responsibility and accountability, process of government decision making, laws and rules, structure of justice system, etc. For a ‘citizen service governance system’ these becomes the basis for rendering the happiness or desperation, empowerment or disablement, progress or de-progress etc. It is vital to assess ‘pros and cons’ of ‘foundations of governance’ to check if it has ‘inbuilt imprudence’ or perfect for ‘citizen oriented governance’. This evaluation may be the Stage-0 of the Governance. The evaluation would signify the inherent and inbuilt deficiencies in the Governance system and the basis on which Governance Executers are exercising Governance itself has ‘anti-citizen’ characteristics. This evaluation would convey a message to GE to rectify such basic norms, documents, procedures, systems which are presumed to be sacrosanct by GE foolishly or fraudulently. For further discussions let we name such ‘deficiencies and flaws’ as ‘Basic deficiencies/flaws’- BAD in the ‘structure of ‘Governance System’.

Stage’0’ evaluation is in ‘Governance Foundations: To Check inbuilt Imprudence; the BAD component’, trembling foundations of Governance system.

The’ trembling foundations factor’ shall cause major incentives to the Governance Executers, to behave irresponsible, selfish, fraudulent and anti-citizen mode, irrespective of the person (Rule-1)

After ‘Stage’0’, the human takes over the Governance, namely, Governance Executers (GE). Governance Executers includes all ‘Government People’ who can influence the ‘Governance outcomes’ viz ‘Portents’ to be ‘unfriendly to citizen’. From stage 0, the governance has two directions, ‘Good or Bad’, ‘desirable or undesirable’. As per the methodology adopted in this code for such measurements, the score is calculated for resultant ‘portents’ emerged from the Governance set-up and actions, and the score is either ‘positive’ or ‘negative’. If a score is positive, the direction of Governance is ‘desirable’ and ‘in citizen service orientation’ and if the score is ‘negative’, the probability of ‘Governance attributes and intents of GE’ becoming ‘anti citizen’ stands very high. ‘Stage-0’ assesses the ‘inbuilt features, characteristics and systems attributes’ which will be pivotal to move ‘Governance towards ‘anti citizen’ mode. However, all these system attributes are to be dealt with and manoeuvre by the Governance Executors based upon its own ‘calibre, intelligence, competence, abilities and the impact of these ‘systems attributes’ further be ‘tamed down or escalated’ due to the ‘personal attributes’ and ‘characteristics’ of the GE. And the ‘personal attributes’ become the most vital factor for adopting, rejecting, filtering, the screening, of ‘Systems attributes’ for ‘embracing or rejecting’ or modification or characterization, and the final impact creating ‘portents’ of ‘Systems attributes’ would significantly depend upon the personal attributes of GE.

It will be undisputed to accept that the personal attributes which are important for Governance and GE would be sincerity, honesty, commitment and intelligence. Though there may have been lot talked about other attributes but the most ignored one stands is ‘intelligence’. Why it would stand ignored? It would have most common and prevalent reason as SOT which is detailed in SOT model. However, it will be wise to mention in brief as to ‘why intelligence is required’ and then ‘what intelligence is’. As mentioned in various models, the only truth in this world are ‘time’ and ‘mathematics’. Mathematics, whereas is a science developed and practiced by human, the time is universal and ‘uncontrolled’. It has the most significant dimension as “change” leading to decay, therefore, the most important action for any governance system would be ‘visualizing ahead’ to assess the ‘favourable’ and ‘unfavourable’ scenarios and happenings. And visualization needs two important attributes; knowledge and intelligence. The knowledge provides trajectory path to visualize the happenings ahead and intelligence is necessary to evaluate these in terms of ‘pros and cons’. The intelligence here therefore, would not represent the knowledge of language, knowledge of the past which has gone, speech, literary knowledge, knowledge of standalone facts etc. without any derivations, analysis, evaluation. which is not expressible in mathematical terms. It needs wise and careful understanding as often the above attributes are understood as ‘intelligence’ whereas it is explained in the code that what applies to ‘governance’ is ‘vector intelligence’ empowering human brain to ‘visualization’. Vector intelligence enables human brain to analyse, evaluate a ‘happening yet to come’ and assess ‘pros and cons’ to decide the adaptability and acceptability of the ‘action which is being taken now at the present’. In the present description, the ‘intelligence’ is required to understand and recognize the ‘Systems Attributes’ of Stage’0’ for its ‘completeness’ and ‘flawlessness’. An intelligent brain, while having assessed and foreseen the deficiencies in Stage’0’ Systems Attributes, would cautiously opt for a course which would ‘nullify’ the ‘unfavourable affects’ of such deficiencies and flaws. Whereas, a unit with ‘low intelligence’ would neither be able to ‘visualise’, therefore, nor would be able to work out any ‘corrective action’. And as explained in the code, once ‘low intelligence’ gets a ‘way ahead’, it results the ‘whole environment’ to be ‘low intelligent’ and further results ‘Masterism, Authority orientation, anti-citizen orientation, deficient Responsibility and Accountability-RAA’, Fraudulence etc in Governance’ and thus vanishing ‘Good and Citizen oriented Governance’. This is elaborated in ‘Stupid on Top-SOT’ model.

This evaluation is contained in the ‘COG’ as ‘Stage-M1’; GE competency decides the ‘Direction of Governance’, ‘Good or Bad’(Rule-2)

The competency shall be exposed by the GE by virtue of visible ‘portents’ resulting from its actions, decisions, behaviour and transparency. (Rule-3)

If negative score of M1 would continue, it shall result the ‘Stage M2’ as described now

The affairs of a nation are multifarious, multidimensional aimed to achieve widely diversified objectives, and for realizing such manifold goals, an entity called ‘Government’ is conceived to achieve goals with only two objectives, ‘welfare of the citizen’ and ‘protection of land boundaries’. And out of these the ‘welfare of citizen’ is active, dynamic, continuously ongoing objective, and the Government’s actions would either (*) spread hope, happiness, empowerment, progress/development to millions of people (Holy objectives of Government); or on the other side, (**) would spread depression, distress, weakening, poverty-stricken to those people (derivation1) and the direction (*) or (**), one out of the two, would just depend upon attitude, behaviour and honesty of the ‘Government people’. It just implies that the Government people are either the ‘friend and well-wisher’ of the people or would be ‘foe and anti-citizen’ on the other side (derivation 1a). Thus ‘Government’ is a ‘holy and pure concept’ which is to be realized by the ‘Government people’ by virtue of their truthful behaviour, honest attitude and transparent actions and competency (Basic individualistic attributes) to fulfilling the ‘holy objectives of the Government’(*). With all the powers/authority, freedom to implement their intentions and plans, all ‘Nations Resources’ and ‘Government assets’ being at their disposal, the possibility of extending unhindered ‘best to the people’ by ‘Government people’(they are Governance Executers also) should be ‘very high’ and ‘Government people’ should not have any reason or excuse for not having done ’best to the people’ comparable with what was ever done by anyone all around over the globe. As the Government people can extend all perceived benefits to the people from Nation’s resources and can also exercise power to control anti-socials and anti-nationals, it stands obvious that the ‘Government people’ as persons (in formation of the Government) are responsible for every happening in the nation (Rule-4). The ‘Government people’s’ expression of ‘non-awareness’ or ‘apathy’ or non-transparency or non-determination to ‘achieving the best goals’ would therefore, signify malintent, selfishness and fraudulent attitude of ‘Government people’ (in formation of the Government) (Rule-4a). It will also evidence the flawed ‘Basic Individualistic attributes) of Government people.

The Government is a ‘holy concept’ with ‘holy objectives’ and must be realized by the ‘Government people’ however, they are born, brought up and brained in conditions which may not be ideal. Therefore, their behaviour, focus and outcome may not coincide with ‘holy concept’ of ‘Government’ and ‘ideal Governance’. The objectives of the ‘Government’ are ‘unanimous’ however, objectives of ‘Government People’ may be different. Therefore, the ‘Government people’ may happen to be working misaligned from the objectives of extending ‘unobstructed best to the people’ and not obeying the path of ‘Ideal Governance’. Thus, it should be clearly understood that ‘Government and Government people are different and NOT ONE’. The state of ‘Government people’ becoming ‘synonym of Government’ would not be preconceived and presumed but would require validation and verification to test sincerity, honesty, competency and selflessness in them. …. (Rule-5). And therefore, a ‘code’ and ‘standards’ are required to validate Government people’s actions, intents, competency, truthfulness and they shall stand as a ‘Government’ only if they succeed in it.

Therefore, Government and Government people ARE DIFFERENT. Government is a ‘holy concept and entity’ whereas ‘Government people’ have good chances to behave selfish and irrational, just opposite of ‘the Government’ (Rule5a).

So, their behaviour must be evaluated and notified against pre-installed Code, standard, rules, laws with evaluation details. This validation and obligatory to be successful, only will entitle Government people to be ‘Synonym of Government’. If it is not complied, “GOVERNMENT PEOPLE ARE NOT GOVERNMENT” and thus Anti-citizen…… Rule5b.

The above description also brings out that with the authority, the Government people’ possess, they may bring (A) happiness, progress and eminence to the people if they are acting ‘ideal’, however, on the other side would (B) become detrimental to the above attributes and would spread desperation, disablement and state of slavery to the people, thus, becoming distressing, devastating and avenger to the people. Thus, it is not anyway significant to check the state of Government people to be ‘ideal’ but it would be much more crucial and obligatory to ascertain that they are not on the other course of Governance (B). Thus, it is most important to assess and bring out the ‘attributes’ of Government people which would carry them to state of devastation, distressful and unruly Master. This is the prime objective of putting down the ‘Code of Governance’ with provisions of ‘Basic verification by the People’ independently. (Illustration-A)

Let we designate the ideal Government people, selfless, sincere, honest, transparent as GPI and those who are not ideal and on other course (B) as GPF; GP-Fraud..

It is understood universally that ‘Democracy’ and ‘Democratic Governance’ systems in a nation are the best ‘governance mechanism’ for the ‘people of that nation’ as it is presumed to be ‘Citizen service Governance’ by default. However, analyzing further, I noted bunch of anomalies and undesirable happenings, unwelcome facts blatantly visible around, in ‘democratic governance systems’, happening brazenly and continuously directly worsening the lives of the millions of citizens of the nation (visible facts-Portent). So, the ‘democratic governance system’, against ‘preconceived concept’, in such cases, would stand to be far and very far from ‘the best’, and can be termed as ‘distorted /fraud democratic system’. As portents are the reality, the ‘visible facts’, these must be adopted as the basis for analyzing the real face and real value of ‘Governance’ (Rule-6). This methodology has been elaborated in the section of ‘modelling’ (Illustration-B).

It is just common to look around that the nations with the ‘democratic system’ are low in ranking of ‘empowerment, happiness, progress/development, transparency’ and exhibit ‘fraudulence in Governance and fraudulence by Government people’. If a democratic governance system is the best, why it would happen? The question came up to mind and bothered me for years and I tried to establish not only the reasons, but tried to work out solutions. I have developed various models as derivation of the ‘visible facts-the portents’ to reveal the true status of Governance. These are no hypothesis but the ‘universal facts’ which leads to the evolution of ‘distorted democratic system’ and these are summarized below to firm up the ‘first hand understanding of ’how and why the Governance would change to Distorted/Fraud Governance’.

As the identity of the ‘nation’ is sacrosanct’ for anyone in the nation and necessarily to be ‘honored’ by all, a GPF would tend to project self as ‘Nation’ in order to secure unconditional ‘respect’’ from everyone, excluding and overlooking the personal traits of GPF.

It is thus essential to apply this most important correction and define the ‘nation’ first. Just with ‘obvious natural’ analogy, a nation would be defined in terms of ‘citizen’ and ‘land boundaries’. The following attributes shall apply to ‘citizen’ for defining it as ‘nation’:  (Rule-7)

  1. Equality and uniformity of civic services, however, would depend upon variables like ‘terrain, land formation’ etc
  2. Same laws and similar configuration of Justice system
  • Same Laws and Rules with same RAA for Government people
  1. Freedom of ‘public expression’, movement, mutual interaction, trade, earning livelihood but without ‘obstructing and inflicting other’s privileges’
  2. Same Governance system for ‘nation’ and similar configuration at other levels
  3. Commitment of Governance Executer for ‘citizen care’ by way of ‘transparency, communication, affordable high quality citizen service, prejudice-free governance’
  • Governance Executer exhibiting ‘selflessness’ with respect to Citizen

The initial phases of happenings causing emergence of ‘distorted governance’ will be as under:

  1. The Governance of a nation is executed by ‘human’, Governance Executers’(GE), who are ‘human’ with ‘human traits’ and thus possess human attributes of insecurity which causes selfishness and self-interests’ in them and to behave in a manner which delivers such outcomes that are aimed at self-benefits and ‘not in favor of citizen.’(Portent1)
  2. It is presumed, always, that Governance executer is exercising best of ‘Citizen service’ however, any presumption may happen to be ‘false’ and ‘it need substantiation and evidence to establish its level of ‘citizen service’ (Rule-8)
  • Every human is born with an inherent feel of ‘insecurity’. Nature has provided this to make ‘human’ to be in readiness to protect self from ‘abnormalities’. However, this becomes important factor to ‘deform’ the ‘ideal democratic governance’ as this makes the ‘Governance executers’, self-centered and selfish. This moves their focus away from the ‘citizen service’. So ideally GE should ‘FORGET SELF and to be ‘SELFLESS’ and not being so, is its ‘SELFISHNESS’.

So, GE, if not in ‘Best Citizen service mode’, it is invariably in ‘Selfish’ mode……….. (Rule-9)

  1. A nation has enormous resources, ‘natural’ like land, water, mines, ores etc as the natural resources and Government assets, tax revenues, nation’s treasure, money reserve etc as ‘created resources’. Ideally the ‘Governance executers’ must use every bit of these for the nation viz ‘citizen’ impartially, however, by not defining ‘nation as citizen’, the ‘governance executers’ would project themselves as ‘nation’ (Portent…..), in order to claim entitlement for ‘using the nation’s recourses for their own benefits’.
  2. If the ‘Governance Executers’ are ‘selfish’ and ‘not working selflessly for citizen’, GE would have an obvious inclination to keep their ‘selfish attribute’ hidden and go unnoticed (Rule10)- For keeping their unfair attributes hidden, they would adopt the following-(Portent…..- i to vii) and these will be obvious sign of ‘Distorted/Fraud Democracy’:
  3. Would not install and notify publicly; procedures, norms and standards against which their actions can be measured disclosed as means of ‘distorted democracy’ and their ‘selfishness’.
  4. Make the citizen ‘low intelligent’ and ‘unaware of what ‘Governance should give them’
  • Make the citizen ‘low intelligent, not to understand ‘what GE is doing”
  1. Would implant a hierarchy of ‘authority’ and ‘masterism’ in ‘Governance system’ which will make the citizen ‘scared’ and ‘timid’
  2. Would not do much for ‘empowerment’ of citizen and keep citizen ‘short of necessities. This would keep the citizen fully dependent upon the ‘Governance executers’ even for their survival and slipped down to slavery mode, the ‘citizen would not react’ to whatever unreasonable GE would do.
  3. Would not make DAVM presentations of ‘Government plans, projects and schemes’ (GOSIP)
  • Would avoid using ‘official designated Government’s platform’ for announcements
  • Would not share DAVM details of ‘Government’s plans and schemes’ with ‘defined achievable’ on timeline
  1. Would exercise control over statistics related to ‘nation’s’ progress, development; citizen welfare; Government achievements; present the figures without assessment details and not notifying the assessment procedures to give fraudulent projections

For making their ‘distorted democracy attributes’ and ‘selfish attributes’ go unnoticed, further the ‘Governance executers’ would adopt the ways like-(Portent……..; a to e):

  1. Would not ‘communicate with citizen’ directly from Government platform. This is the ‘first source of public information’, and its existence is vital for ‘ideal democracy’ (PING)
  2. Would not have a public domain where Government actions/facts are notified to citizen
  3. Would exercise direct or indirect control over ‘Media’ (termed as Madiak), the ‘public information sources’ PINM, for not talking about ‘citizen distress’ and ‘making fiddlestick stories’ about ‘Governance Executer’s’ actions
  4. the ‘Governance executers’ would ‘turn a blind eye’ to the ‘disobedient’ and ‘made up’ presentations by ‘media’ about GE and its actions.
  5. GE would disregard media’s obligations to be ‘true citizen representative’ and not install any procedures, norms, measurements for revealing media’s such insincerity towards ‘citizen’
  6. Use Government resources and media for ‘mesmerizing’ the citizen so that they see a ‘master’ in ‘Governance Executer’ and thus conversely, ‘slave in themselves’

This is stage M2 of ‘distorted governance’ that GE would ‘hide its intents and actions’ by reducing transparency, communication and conversation and by disabling the citizen.

If the GE has been able to succeed through this stage visible into ‘portent3 and4’, it would be worthless to assess the abilities and success of GE by the success data highlighted by Government sources and the media/madiak. With depreciated transparency and communication, the GE would never let failures to surface out.

Thus, the only way to assess the GE’s ability and competence would be to rate and score its failures as the stories of success are unsubstantiated made up stories. (Rule-11).

Thus, a code of Governance is absolutely essential covering behavioral aspects of GE, evaluation and notifying the score publicly (also see Rule 5,6) based on assessing ‘failures’

This would be first stage of ‘Fraud Democracy’(FRADM) and GE would develop strong inclination to hide its real and true actions, behavior and create hype and claptrap.   

Summarizing; the ‘democracy’ itself is illusive, vague and misleading term if not defined in a manner that it can be measured, valued, sized and verified. Normally the GE would describe anything as ‘democracy’ whereas they would keep on becoming a ‘master’ and ‘ruler’. For example, a ‘ruler’ may define an image as the ‘picture of democracy’ and ‘worshiping it’ as ‘democracy’, which however, has nothing to do with ‘Real DEMOCRACY’.

STAGE-M3 of ‘Distorted democracy/Governance’;(GRU Acquiring Masterism and Authority)

  1. At the onset of second stage of ‘Fraud Democracy-FRADM’, the GE would now adopt the ‘Masterism’; and thus institute ‘slavery in citizen’; and strengthen the foundations of ‘Fraud Democracy’ as once the GE succeeds in doing this and realizes ‘citizen having trapped’, the GE attitude, attributes and actions will not revert to the ‘citizen service Governance’ and it will form great incentive for not returning for ‘citizen service democracy’. With continued negative M2, the GE& Governance orientation would turn to ‘masterism’ and ‘citizen disablement’ –(Rule-12). And Governance Executer would now be termed as Governance Ruler- GRU as it is not in Citizen Service mode now. GRU (GE Not in citizen service orientation)
  • If there are possibilities that the ‘Distorted Governance features’ can be kept hidden by ‘Governance executers/Governance Ruler’, obviously there would be ‘serious deficiencies’ in the ‘Governance hierarchal procedures, rules and norms’ obstructing and preventing the ‘free flow of facts and realities’ (Refer to Portent 3 and 4). And if so ‘Governance Ruler’ would never try to make up the deficiencies and present such system and arrangement as ‘ideal’ and ‘adorable’- (Rule-13) so that ‘any change is never asked’ by citizen. The following shall emerge further:
  1. The Government would not have public domain notifying the ‘sincerity/insincerity, honesty/dishonesty, RAA, values of announcements/address etc for Government people of at least top six levels in Government’s hierarchy regularly and periodically, with measurement details
  2. The Government units designated for compliance of laws and social and communal orderliness matters would have low transparency enabling GRU to exercise authority
  • The Government units designated for compliance of laws and social and communal orderliness matters would not have public domain with details of ‘Government people’s responsibilities’ and ‘citizen grievances’ and ‘action taken’
  1. The Government units designated for compliance of laws and social +communal orderliness shall not notify procedures with steps on timeline for handling of matters and also would keep hidden the handling of cases, except disclosing few as ’publicity stunt’
  2. The Government units designated for ‘Citizen services’ would not have public domain with details of ‘Government people’s responsibilities’ and ‘citizen grievances’ and ‘action taken’
  3. The Laws shall be incomplete thus inconclusive thus vague permitting anyone doing a misdeed to go untouched if the ‘Governance Ruler” wants so
  • The laws shall be incomplete to provide complete freedom and flexibility to the ‘decision maker’ to give any decision and claiming the same as ‘Justice’
  • The Justice System shall be controlled by Government without laid down and publicly notified laws and procedures for ‘Justice delivery’ from ‘beginning’ to ‘end’
  1. No RAA shall be assigned and notified for disobedience/non-compliance of procedures and rules by Government People and remains in position after non-compliance also
  2. The Governance related documents shall be presented by GRU as ‘sacrosanct, sacred, non-questionable and adorable’ so that citizen get ‘captivated’ and ‘dumb’, stops ‘thinking’
  3. The GRU would just ignore the application of ‘Prevention’ to make the Government people irresponsible, authoritative and FOTAS (Foot on table and sleeping)
  • GRU would opt for ‘self-projection’, ‘fame game’ and ‘projecting outstanding’ without furnishing DAVM achievements

STAGE-M4 (GRU turning citizen ‘incapable’, powerless’,

  • If the ‘Governance executer’ turned into ‘Governance Ruler’, would succeed in keeping its ‘Distorted/Fraud Governance FRADM; features/characteristics’ hidden, it would develop a strong urge and incentive to carry it forward indefinitely. ‘Governance Rulers’ in this form are just in contrast from what they are there for and becoming just opposite of what ‘democracy’ means.

 

  1. This would create an ‘extreme master’ in them and would have only one objective that ‘no one should ever be in a position to question them’. This attribute would obviously result:
  2. Getting into the form of an ‘extreme master’
  3. Having great inclination to be ‘authoritative’ and doing all what is required to acquire ‘authority’ (see and assess Portent 3,4)
  4. Disregarding laws and rules in disguise obviously, or to avoid that it becomes known that they don’t comply,

IX         The urge of ‘Master forever’ shall result many undesirables ‘produce’. Changing the ‘mindset’ of the person, the ‘Governance executer/Ruler’, from holy cause of ‘citizen service’ to wicked cause of ‘Masterism and Authoritative’, is the worst and shall subsequently result: (Portent…..)

  1. ‘Governance Ruler’ in endeavor to continue long, shall now aim at making the citizen powerless and deprived. It will ensure that the citizen (the nation; but not given this status by Governance Rulers) just remain muddled in the problems and keep struggling.
  2. GRU would present a false face of ‘friend and well-wisher’ to the common people but ‘never present DAVM schemes and plans’ to end their ‘distress and agony’. It would entrap citizen to purchase essentials like ‘education, health, food, house, clothing’ by borrowing the sources, so that they remain stuck up in paying back for whole life. Similar to ‘primitive style’ of ‘Jamindari’
  3. GRU would present ‘borrowing’ schemes but would set aside and ignore ‘empowerment’ by providing citizen ‘affordable education aiming to make people intelligent’, affordable high quality health services, enhancing CEAK at par with the world,
  4. GRU would present ‘borrowing schemes’ but not empowering the citizen with ‘financial competence’ by providing ‘Enabling Employment’, (the ‘citizen would earn more than what do they spend’)
  5. Disintegrate the citizen masses so that ‘one and combined opinion’ is never formed against the ‘Governance rulers’, polarizing them in many sub-groups, implanting varying ideology and ethnicity
  6. Deprive the citizen masses from ‘empowerment’. The sources of empowerment of a human are ‘knowledge and intelligence, earnings, active body and brain’. Governance ruler shall restrict citizen access to these
  7. With (f), the GR would be able to create a citizen masses base working on sentiments and not on ‘reasoning and logic’. This will cause a ‘mental slavery’ to citizen masses as ‘sentiments’ spreads uncontrolled, without validation, causes behavioral eruptions taking away logical thinking
  8. GRU, by implanting just one emotion of ‘worshipping’, can make the masses timid, confused and low confidence.
  9. In this form of ‘mental slavery’ the citizen would have lost ‘Independence’ as the citizen would have no judgement as to what ‘Independence’ is. Following the ‘master’ would be named as ‘Independence’ by the citizen losing the ‘visualization’ of its ‘Independence’
  10. The GR would develop the decision making procedures for selection of Government people at any level; arbitrary, without notified objectives and without notified goals and RAA,
  11. GRU would thus, promote the selection of ‘low intelligent people’ in Government as ‘stupid invariably acts into Authority mode’ and ‘Masterism’ (See SOT model)
  12. X.         The only course of action for restricting this approach of GR would be: ….. (Portent……)
  13. Code of Governance complete with procedures, objectives, measurable values for Government people sincerity and competence and placed transparently on public domain for GRU evaluation every three months
  14. The RAA of GRU and Government people interfacing with citizen (IGPI) defined specifying ‘actions’ and ‘consequent punishment’ leading to ‘curtailing career’ or ‘removal’ placed on ‘Public domain’
  • Notifying Code of Governance, all laws, all rules, all procedures for ‘citizen service’ and ‘citizen interface’ on public domain
  1. Evaluation of each source of information, Madiak/media regularly every 3 months to assess and notify its ‘True Representative of People’ score. Media ‘must exit’ on negative score.
  2. GRU exit if low value maintained for two successive evaluations during any 6months
  3. Notifying DAVM Goals objectives, benefits on time line for each GOSIP and any decision of GRU, and naming ‘owner of GOSIP’ by Government
  • Constitutional authority above GRU at each level to evaluate its performance and notify to nation viz ‘citizen’.
  • Assess the ‘authority orientation’ of GRU every three months and the ‘Government as unit’ and disclosing on public domain

  2. Transparent and ‘high positive score’ of ‘elections’ and ‘selections’ procedures for ‘filtering’ a ‘selfish and wicked person’ out

However, GR would keep above prerequisites at bay. If above are not potent and effective, the GR would invariably go to the stage of ‘extreme master’

And if so, this will be a stage when ‘True Citizen Democracy’ would have vanished and a ‘Master’s defined Democracy’(MADD) would replace it, without getting noticed and GRU would transpire the MADD as the ‘True Democracy’ falsely and fraudulently

XI     With the assessed score of ‘Portents’ with zero/negative score and non-existence of Portent (Item-X) (implying zero/negative score of X(i to x)), GR would have incentive and aim, driven by its ‘extreme Master attributes’ as below:

  • (Protent9) to create the citizen mass as low intelligent, physically weak, mentally weak, low knowledge, introvert for subordination (but exhibiting sentimental behavioral eruptions), low confidence (thus always looking for some support), polarized, inclined, low earning potential against minimum expenses thus distressed and after having formed this base, the GR aspirations would rise multiple times for fulfilling its ‘selfish self-interests, exploiting nation’s resources for its own self gains’. However, to utter surprise, at this point the ‘democratic governance’ just folds back to ‘autocracy’.
  • The GR attributes of ‘Extreme Master’ would withdraw all actions and intents for ‘empowering’ the citizen. The ‘Nation’s resources’ would be spent for keeping ‘selfish self-gains’ fulfilled and disregarding ‘citizen elevation in terms of more finances, employment, knowledge, education, good health’ etc. In addition to ‘bringing down the ‘value of Independence’, this environment would also result low value, rubbish and futile, ‘Progress’ and ‘Development’. The high positive value ‘progress’ and ‘development’ accrues to the citizen from a ‘Democratic Governance’ and without defining these in a manner that it can be measured, sized, valued and verified*, the terms ‘progress’ and ‘development’ and its ‘applications’ would completely remain questionable (Portent……). (*In this book a measurement has been defined as DAVM which implies Defined, Accessible, Verifiable and Measurable)
  • So, the ‘democracy (true democracy) turns into ‘autocratic democracy (false democracy) just the opposite, without getting noticed. And this all would happen because of ‘human attributes’ of the ‘Governance executers’ and since all ‘Governance executers are human’ this is likely to happen ALWAYS unless there are ‘potent, transparent, easily applicable, easily accessible, well defined’ procedures, rules, and methods to assess, measure and publicly notify the ‘Governance Ruler’ attribute in a government person
  • Continuance of Stage-M4 would result the Governance Ruler turning into ‘selfish insincere’ person and this would be a person not caring for citizen engulfing them with depression, distress, weakening, poverty and would now be termed as ‘Anti-Citizen Ruler’-ACR

 

STAGE 5 : GRU/ACR becomes display of utter ‘Fraudulence’

  1. To exhibit its sincerity; false, fictitious, made up; the ‘Governance Ruler’ will have compulsions to entirely separate itself from the ‘citizen’ so that ACR is at distance from its responsibilities and ‘citizen’ would now be eager to have even glimpse of ACR like ‘Superhuman’ and with this ACR have strong determination to ‘perplex and trouble’ the citizen continuously by having:
  2. ACR appearing in public and there are citizen in huge number on the side of roads, in rally, where addressing people anxious to glimpse the GR.
  3. Media/Madiak, fraudulently, would make presentations as something ‘outstanding’ in ACR whereas ‘citizen’ evidently losing its ‘identity’
  4. No direct communication between Government and Citizen and irresponsibly hand over this most important requirement of ‘democracy’ to media, act of unconventional, irregular and insincere ACR
  5. Media getting close to Governance Ruler/ACR, would leave aside the role of ‘true representative of citizen’ leaving citizen helpless and pitiful
  6. The Governance ruler, works on making the citizen masses crippled, low confidence, poor and awaiting mercy from ACR always. The citizen masses would look at the ACR as their Master and would consider, being mentally made slave, their ‘distresses’ as their ‘destiny’. The GR would ensure that citizen do not come out of this vicious trap and put many other people/agencies to ‘drain the brain’ with stories, myths, narrations for citizen to believe that the reason for its ‘sufferings’ is ‘their destiny’ (and thus not the ‘Governance Ruler/ACR’), though ACR is working on it viciously. The stories, myths, so called Godly words aggressively put to surround the citizen defining that ‘Citizen’ destiny is responsible for its ‘sufferings’
  7. ACR would make such plots that the ‘citizen masses’ do not get united and disintegrate them by ‘injecting’ religion, region, language, race, ethnicity, history etc.
  8. ACR would spread hatred, aggression, distrust based upon religion, region, language, race, ethnicity, history etc
  9. BY this stage, by virtue of ACR in the form of a ‘Master’ (making citizen as slaves) would be practicing/presenting non-DAVM plans, projects, schemes (GOSIP) with the intention of extracting money from nation’s treasure and fulfilling selfish goals, divide citizen masses, make citizen mentally slave and low-intelligent and crippled-physique; by collapsing the Government owned education and health services (and other services), and unregulated non-government education and health services making them unaffordable by average citizen
  10. ACR would not empower the citizen financially. As noted earlier, to cripple the citizen further, the ACR would float ‘borrowing schemes’ for citizen to reach the ‘unaffordable education, health and other services’ and will not notify to the people, a rational basis for assessing and cost of services confirming to be reasonable. Thus, the citizen would get into ‘bowing head’ mindset for years
  11. The increasing cost of ‘essentials’ for citizen would be kept on rising without Government exercising any regulation and control and without displaying responsibility to curb the same and keeping it within reach of ‘common citizen’
  12. ACR using Government sources, treasure and powers to ‘amplify artificially’ its image and personality without DAVM substantiation

XII.          Stage6: GE-GRU-ACR turning the complete ‘Governance set up’ in ‘Authority mode’ and ‘Non-citizen service mode’ with mal-intention of causing ‘distress to people’

At this stage, the GE-GRU-ACR has totally separated itself from the citizen base and present itself as ‘Superhuman’ higher than the ‘people’, making appearance likewise, eager to see people ‘praying’ and treating it as ‘God’, wishing for its glimpse and ‘not considering ACR responsible for their distress’ as it would ‘displease’ the ACR. However, ACR or the top levels of Governance set-up for that matter, are not interacting with the people and to keep the ‘citizen’ repressed, the ‘Government people’ interacting directly with the ‘people’ have to be in ‘Masterism and Authoritative’ mode. The ACR will therefore, turn the entire ‘set-up’ of ‘Governance’ and ‘Government people’ to ‘Authority mode’.

The Governance Ruler-ACR would further do the following to satisfy its urge to be ‘extreme master’:

  1. Making the entire ‘Governance setup’ to be ‘authoritative’ as the ‘Governance is executed’ through the Government organs below who are directly interfacing with the citizen. Thus, the Government units/persons interfacing with citizen would be ‘low intelligent’ compared to those they are dealing with. If Government people are ‘stupid’ and ‘low intelligent’, they would invariably turn into ‘authority mode’ for their survival (see Rule…….)
  2. Supporting such “citizen interfacing units” by becoming apathetic and indifferent towards their ‘injustice and dishonesty’ to the ‘citizen’ and ‘citizen service’, earmarking no accountability or assigning relaxed compromised accountability to the ‘interfacing units’
  • Depriving ‘Justice (in time)’ to the citizen; Not defining justice and therefore, calling anything as ‘Justice’; decisions beyond threshold time limit and ‘Closed Eye-Justice’ framework for ‘Justice delivery’ would be the ‘favorite strategies of GR for keeping people ‘perplexed, tired, exhausted, desperate’ and living with ‘No-hope’ of a change. It would stop reacting to whatever ‘bad’ happens further
  1. Having incomplete, in conclusive, open-ended laws which does not impress upon the proceedings on time line and defining achievable/stages on time line
  2. The ‘Closed eye Justice System’ and ‘Incomplete laws’ shall be instituted by GR and ‘no change would ever be conceived’, even though it is causing great distress to the people, as these lacunas and loopholes shall be used by GR when they happen to go through a test

ACR would make the Government people, the ‘functionary of Governance’, irresponsible, non-accountable, authoritative,

  1. (1) ACR would hand over the ‘Government services for citizen’ to commercial business units, spend Nation’s resources through them and exploit the commercial business units to return these to ACR. ACR will have to do so as no law or rule will ever permit, extraction of the ‘nations resources’ directly by ‘ACR’ in notified ‘democratic Governance’. And now, over a period of time, the GR will be working for ‘commercial business units’ and not for citizen, howsoever, unethical or dishonest act this may be, but ACR preventing public unrest by making them distressed, glum and powerless.

(2) ACR would now close ‘the Government units’ providing civic services electricity, water supply, sewage, drainage, roads, transportation, sources of energy, food and grains items supply etc and close or hand over to government units to COBU. Though, non-performance and closure of a ‘unit’ would result termination of services of ‘person who failed to perform, but the GR would not terminate the Government person under which such failure occurred (Portent…..)

  1. The ACR is now unfair to the ‘citizen mass’, ‘selfish and dishonest’, using Governance units to be unfair and exacting to the citizen, extracting nation’s resources for its own benefits, turning blind eye to ‘true democracy’, causing distress and agony to citizen, disabling them with low intelligence, low knowledge depreciating ‘education’, low earning, depressed health and low physique activeness and becoming ‘autocratic’ rendering ‘just opposite’ of what it was positioned for. Let we term GR as ACR; Anti-citizen Ruler;

XIII.   Having brought the ‘Governance system’ in this mode, the ACR would just aim at fulfilling its ‘selfish goals’ now. This would result the ‘tie up between the Governance Ruler’ and the ‘Commercial business units’(COBU) as ‘Governance Ruler- ACR’ would use the ‘Commercial business units’ to route the ‘Nation’s resources’ to ACR, hidden and un-noticed. The following shall occur:

    Stage 7: GR disregards the basic objectives of the ‘Government providing Citizen services’ and places ‘Commercial Business units’ in front to provide services

  1. The GR, fraudulently shall ‘shed off’ the responsibilities they own as ‘occupants of the Government unit’, for providing the ‘civic services’ to the people and would completely ‘done away with’ this basic constitutional requirement of the Government. Even though Knowing it that it is unethical, irregular and ‘uncalled for’, the GR would blindly move ahead for ‘non-Government units and entities’ (of course COBU) to provide services to the people. This is where the most pertinent question would come up “Why there is Government in a Nation?”. And the answer of GR would be “for accomplishing selfish self-gains and exercising Authority to make people dumb”
  2. Obviously no ethical and sensible Rule or Law of the ‘Constitutional conditions of the nation’ would ever permit GR for “Not providing the citizen services”, but GR would now be flying high disregarding rules, ethics, responsibilities and now misusing the ‘Government’s powers’ for its selfish benefits. This shall be the stage when GR would ‘sell its Government powers’ and this phenomenon would be known as ‘Selling Government Authority’ or “Government on Sale” GONS. The following are the Portents:
  3. Government/GR would first of all, display their incompetency, inefficiency and stupidity by inefficiently and ineffectively managing the ‘public services’. The public should react to it but GR has tackled this possibility at Stage-IX of (distorted) Governance having created wretched, hopeless, mentally slave masses of people/citizen who cannot react.
  4. GR would leave the public service domain and present public services domain as responsibility of others
  • GR would take such decisions that Government sphere of activities will shrink
  1. GR will sell Government assets whereas they don’t have the powers to sell Government assets (Nation’s assets and Nation’s resources) but GR only focus on selfish self-gains
  2. Government/GR would then allot Government’s basic responsibilities to COBU and latter would ensure to make citizen further distressed by providing services at much higher cost and pay the GR in return. The average citizen goes down further
  3. The GR would float ‘borrowing’ schemes for citizen to extend their distresses and agony to many years, a long part of their lives gone.
  • GR would float schemes, plans GOSIP without DAVM objectives and goals and would not analyze and notify the ‘Value of its decisions’
  • GR would make Rules/Laws to support the COBU and often to support specific COBU
  1. GR would not notify the DAVM objectives for the COBU and not notify the details of ‘terms and conditions’ for COBU on Government public domain
  2. GR would float GOSIP where the money transfer is direct from citizen to COBU and not to Government, signifying explicitly disregard to ‘Constitutional terms and conditions of a Nation’
  3. GR would falsely present that it would ‘take up’ the COBU if citizen is not satisfied but will make ‘complaint address system’ obstructed, undefined, poorly performing web sites and related units’, Government people exhibiting FOTAS’, ineffective (closed eye) Justice system, incomplete ambiguous Laws and Rules, and ambiguous RAA of GR
  • GR would present some partnership with COBU to cover up the ‘questions the outside world happens to raise’; however, it is brought out in ‘Governance of Effigies’ that a ‘government partnership with COBU’ is unethical, irregular and signifying selfish orientation of GR.

Stage 8: GR becoming worst ‘Governance unit’ changing face of ‘Media/Madiak’ from ‘True representative of Citizen’ to ‘Brainless, spinless, stupid- BRST’ media

  1. But there is whole world outside which would comment, react, oppose the GR actions and its mode of Governance. The National, International image. That is where the Media (term Madiak used) becomes important. We know very well that the media came into existence for becoming ‘true representative of the people/citizen’-TROP. To highlight the people/citizen distress, problems, griefs, so that those are addressed by the Government to make citizen delighted, contented and progressive. However, this is what ACR would not like to happen. Thus, it would exercise direct or indirect control over media not only to restrict the presentation of citizen distress but also to present the unsubstantiated praise of ACR. If media cannot speak for the citizen, but has to keep presenting something or the other for its survival, ACR would present it the alternative of ‘speaking for ACR’. And now media will talk about Government/ACR without presenting any DAVM back up and evidence, even without having spoken the same by ACR for its ownself. The media/madiak would be the ‘spineless entity’ behaving timidly and ‘worthless swaggering’ of ACR without DAVM substantiation. This stage shall be covering all ‘Portents’ of stages above. Following will highlight this stage of Governance:

  1. Score; (zero or negative) of previous stages collectively
  2. The media/madiak would overlook the RULE………. That performance of GR to be assessed and rated based upon failures and ‘not the success’. (Rule…… )Media would not talk about the failures of the Government and GR
  • Media will not adequately cover (at least 80% of cases) and present the ‘rapes, murder, kidnapping, other inhumane crimes as this will bring out failures of GR
  1. Media will not present identity of ‘Government people’ responsible for ‘preventing crimes’ and would not disclose the ‘past performance’
  2. The ACR has no public domain interactive with citizen and no or nominal ‘direct communication’ with citizen
  3. ACR would not make declarations of Government policies, scheme, plan GOSIP from designated Government PF and not announce ownership and RAA of the ‘Owner’. The media would announce Government GOSIP, plans instead.
  • Media will spread stupidity (showing its own stupidity either) by making invalidated and non-DAVM presentations
  • Media will not work as ‘true representative of citizen’ and make vague, unsubstantiated presentations about ‘praise, glorification’ of ACR without DAVM substantiation, make stories, poems, narrations on it. Media thus would display brainless, stupid and spineless behaviour
  1. Media will present programme promoting ‘worshiping attribute’ to install subordination/slavery and ‘bowing head’ in people, thus presenting religion, preachers, religious and ethnic mongers, fortune teller, Gurus, people looking mysterious, talking about mythology and strange hypothesis, stories
  2. Media shall present the sentiment and emotion-based programme, ideologies, social philosophies, talk of only extremes-good or bad again without substantiation, enmity and hatred for those whom ACR dislikes,
  3. Media shall make vague presentations, argumentative programmes without granting any conclusion to ‘disarray the people’ and lending them ‘aggression and confusion’
  • Media would show bias to some declaring good without DAVM basis, declaring someone wicked without DAVM basis (parallel to the parameters adopted for declaring Goodness)
  • Media shall make presentations with aggressive language, noisy presentations; presenting people disputing, arguing, shouting sentiment based and not DAVM facts based spreading a ‘non-intelligent (stupid), incohesive (disintegration), untrustworthy environment’ indirectly transpiring helplessness and desperation to citizen
  • To further promote the stupidity, emotions, aggression, the presenter of the programme shall not show reservations in telling hypothetical things as real and will not mind ‘shouting’ and ‘noising’

Media (Madiak) will not be working for the good of citizen obviously, but having moral duty of ‘truly representing the citizen’, if media on contrary, would work for ACR who is causing distress and desperation, the media would be an enemy of the citizen.

Obviously media which must be ‘true representative of Citizen’(and citizen are Nation) acts as above defyingits existence, would be acting anti-nation’ but there would be such derivations and rules/law to work it out and set media responsible for becoming enemy of the nation.

This is very important aspect as till now we discussed about Government organs which are under control of ACR, but it is media now, independent and morally dutiful to ‘represent the citizen’ which has both the options, ‘behaving as ACR puppy’ or ‘stand with the Citizen’ bringing out Citizen distress which is ‘crimes, depleted Government education and health services’, civic amenities and services by Government, performance evaluation of ACR and Government with DAVM basis, enhancing citizen CEAK, assessing Average Citizen score etc, assessing Government people’s selection procedure etc. Therefore, the mode in which media is in, would truly and significantly expose the ‘status of distorted Democracy’ (Rule…. )

          Stage9: Selling Government authority

  1. The ACR would have turned into an entity against the ‘true spirit of serving the nation (and nations are citizen) and acquired government position to fulfill selfish self-goals by selling ‘Government authority’, would be able to continue doing this for single, current ongoing phase of position, however, it would invariably intend to continue for long. Thus, it would have to hide its attributes representing ‘masterism, anti-citizen, fulfilling personal selfish objectives’ etc so that the chances of ‘return to Government’ remains live. And this attribute shall be represented by the term ‘fraudulence’. The GR would present itself just opposite of what it is from inside. This will be a 2Face character, deceiving and harming citizen in hidden self.

There are numerous measures and parameters which the ACR would adopt at this ‘juncture’ to ‘create false images, mesmerize the people, crippling the citizen with low knowledge, low education, causing citizen distress, disintegrating the masses, creating unevidenced illusion of progress/development but making people wretched, turning them to scrounger at mercy of GR and it is detailed in the Code of Governance

 

Stage 10: HAR EK KA DUSHMAN- HEKD making nation KKD

After stage-9 of ‘Distorted Governance’, as explained in previous stages, the ‘Governance Executors’ have turned into ‘Anti citizen Rulers- ACRU’ and working in selfish mode creating Government plans, schemes, projects GOSIP for the benefit of ACRU itself and ‘Commercial business units-COBU’ and has turned the entire governance system into ‘masterism’ and ‘gradually turning to anti citizen’, unnoticed. The constituents of governance working for their selfish-self gains and not for genuine cause of ‘citizen service’. Whatever bad to citizen they do or happens, remains unnoticed in Government records/data (being non-DAVM and under their control) and whatever meager done good to the citizen would be made buildup for propaganda. The citizen are helpless, low intelligent, distressed, without basic services from the government and thus in the state of unsaid ‘slavery’. The ‘independence score’ would be negative and the democracy score shall also be low and negative. Thus, at this stage, with above facts and portents, the ACRU stands an enemy of the citizen. Maybe with false presentations by Government sources and by media/madiak ACRU is able to hide its such actions which are picked at the stage M1 itself, but the visible results, the portents, displays the ACRU being enemy of the citizen.

ACRU at stage M2, has acquired the ‘authority mode’ and ‘masterism’ and would highlight itself as ‘someone special’ but without presenting ‘DAVM plans schemes GOSIP’ and without presenting DAVM outcomes and goals achieved, without DAVM accomplishments, and the Sources of information,(SOI) media/madiak, Government sources of information would present ACRU as ‘outstanding performer’ by making ‘unsubstantiated slogan and story’ based presentations,  big pictures, posters, cutouts on public display to install ACRU as a ‘master’ and thus subduing and taming down the citizen to slaves. Thus, the ACRU is anti-citizen as explained above but having acquired the ‘authority mode’ and encouraged by the made-up presentations all around, the ACRU mindset would set into an ‘extreme master and authority’ as in a stage M3, and it would now be ‘ill-disposed’ to those who would display disagreement with the ACRU.

There would be two possibilities (1) that the ACRU faces disagreement  within its own sphere of working viz. its government colleagues, political party colleagues and (2) its opponents, rivals people from other political parties etc. And now ACRU shall be enemy of them all. Its reasons for survival would be false presentations, creating hype, creating sensations, creating terror, making people scared, COBU support for selfish gains, and if succeeds keeping its existence, it would act to ‘push down’ both its colleagues and its opponents, thus becoming an enemy of ‘constituents in whole political sphere’ whether close to ACRU or in opposition. It may be presumed theoretically that in a democracy the ACRU would always do good to the people who are its followers in the citizen masses as ACRU would have to secure their votes for returning to the ‘Government sphere of powers’ however,  the ACRU has already damaged them together with others, by making whole citizen distressed, powerless, incapable low CEAK at stage M3 as this group of followers are a part of whole citizen group which has been damaged in general by ACRU. On the other hand ACRU would have to make these followers more mentally crippled that they do not think otherwise, by inducing ‘slavery’ and implanting religion, region, fictitious specialism in them.

The ACRU becoming enemy of citizen, colleagues, opponents can be understood as the enemy of all. ACRU would only want media/ madiak to praise its non-DAVM, thus unworthy, unsubstantiated claims, presentations, statements, and presenting non-Government claims and presentations as presentations of the Government, made up projections. And the ACRU would not hesitate to show it’s intolerance to those who would exhibit disagreement with it and would not mind to suppress them.

Thus, at this stage, ACRU is a person who would be enemy of all; Har-ek-ka-Dushman HEKD

  1. Along with fraudulence, as the ACR would now aspire to remain in Government position forever, as a result of extreme selfish and anti-citizen attitude it would have possessed now, it would comprehend a situation that no one ever would aspire to take over its position. If there are wealth, property and garbage around and people are fighting, they may be fighting for wealth and property and no one would ever envision fighting with others for taking over the garbage. Garbage is worthless and no one would ever consider for acquiring it. The ACR would now work on it and result the worst “converting the nation to hump of garbage”, unbelievable but ACR would have strong incentives to do so. After all, the resources of the nation are under its control, to exploit, and to be ‘master of all fortunes’. This is explained and can be understood in the ‘Kachre ka dher’ model. The ACR would however, present made up presentation of ‘democracy’ as the citizen would be ‘helplessly’ following the ACR.

This stage of Governance would exhibit,

  1. fraudulence in ACR behavior; high negative score of fraudulence
  2. high negative score of media (madiak)
  • high negative score of Citizen CEAK
  1. high negative score of average citizen
  2. Non-DAVM GOSIP, Government plans, projects, schemes
  3. Zero/negative score of Government decisions, plans, schemes
  • Zero/negative score of patriotism…………
